Meeting Advanced Air Manifest Requirements in the Middle East

Global security filing requirements are increasing as additional countries on-board with the World Customs Organization (WCO) Standards to Secure and Facilitate Global Trade (SAFE Framework). Reflecting the trend to provide electronic manifest data prior to arrival, the Abu Dhabi Customs Administration (ADCA) now calls for the transmission of digital air manifest data. Developed to increase security and safeguard trade, the customs authority must receive advance information for air cargo destined for Abu Dhabi or with a stop that lands in the location. Similar to other advance manifest requirements worldwide, the ADCA has specified that filers must supply the required information before a given cut-off point in order to ensure compliance. The requirements specify that:

• For flights greater than 4 hours, filers are required to submit a transmission 4 hours before landing at an airport in the Emirate of Abu Dhabi
• For flights less than 4 hours, filers are required to submit a transmission at the time of departure from the last foreign airport.
